The federal government is considering spending $7.5 million to design and build a new fish ladder to help steelhead trout negotiate Santa Paula Creek. The move is being eyed less than a decade after $1 million was spent on a similar project. The once plentiful population of steelhead has dropped to less than 500 from Point Conception in Santa Barbara County to the Mexico border. Officials don’t know how many steelhead would use the ladder at first but said it’s necessary to help the endangered fish recover. “If the recovery plan goes well, in another decade or so the number of steelhead in (Santa Paula Creek) should hopefully be in the hundreds,” said Ron Bottorff, chairman of the Friends of the Santa Clara River. The ladders are designed to help fish swim around man-made barriers such as dams or channels, but the structures are costly to build. The stretch of creek in question was too steep for the steelhead so a ladder was installed to help them leap upstream where they can lay…
